EOI process overview

Stage 1: Submission

Installation businesses submit an EOI. Following submission, the SEC will request initial documentation to confirm the business holds the required licences and accreditations.

Stage 2: Assessment

Shortlisted applicants are invited to provide more detail and meet for an interview to assess against endorsement criteria.

Stage 3: Onboarding

Successful applications will sign a contract with the SEC and formal onboarding commences.

What is the SEC installer network?

This is a trusted network of SEC-endorsed installation businesses delivering household electrification services across Victoria. These businesses are connected with consumers through the one-stop-shop launching in 2026.

Why should I apply to become SEC-endorsed?

Becoming SEC-endorsed gives your installation business access to a growing pipeline of consumers seeking trusted installation service providers. You’ll help Victorians electrify their homes to drive down costs and emissions while benefiting from increased visibility and business opportunities.

What’s in it for my business?

As an SEC-endorsed installation business, you’ll gain access to high-quality leads through households using the ‘one-stop-shop’ when launched. You’ll also be part of a SEC-endorsed network  of installation businesses that values quality, safety, and customer service.

What types of businesses are eligible?

SEC welcomes applications from licensed and accredited installation businesses with experience in:

  • solar PV and battery systems
  • heat pump hot water systems
  • heating and cooling
  • induction cooktops and other electric appliances.
What are the expectations for being SEC-endorsed?

You must be fully accredited and licensed to sell, deliver, install, maintain, and provide customer support for the relevant technologies. You will maintain compliance with all relevant Australian laws and standards, local/state regulations, and program requirements. Also, you must uphold the integrity and reputation of the SEC brand.

What are the endorsement criteria?

Installers must demonstrate criteria including:

  • proven service quality and customer experience
  • commitment to safety and compliance
  • financial capability and business stability
  • environmental, social, and community values.
How does the EOI process work?

The EOI process includes three stages:

  1. Initial application where you’ll submit business details and demonstrate compliance.
  2. Shortlisted applicants provide more information and meet for an interview.
  3. Successful applicants will sign a contract with the SEC and be onboarded to the network of SEC-endorsed installation businesses.
How will my business be endorsed?

SEC-endorsed installation businesses will be listed on the SEC’s installation businesses marketplace on the ‘one-stop-shop’ when it is launched.

Is there a cost to join?

There is no fee to submit an EOI or be assessed. If selected, you’ll enter a contract with the SEC outlining expectations, obligations, and any terms required to participate in the installation businesses marketplace.

What if I don’t meet all the requirements yet?

That’s okay. If your application isn’t successful right away, the SEC may offer support or recommend training to help you meet the criteria in future rounds.

What if I’m a small, local, or regional business?

The SEC is actively seeking eligible businesses operating across Victoria, including regional areas. Local businesses are encouraged to apply and may be supported through upskilling or partnerships with larger providers.

Where does my business need to operate?

Your business must operate within Victoria. Priority will be given to businesses servicing the initial rollout regions: Metropolitan Melbourne, Gippsland, Southern Loddon Mallee, and Eastern Hume.

Where will work be conducted?

Installations will take place in households across Victoria, starting with the initial rollout regions of Metropolitan Melbourne, Gippsland, and Sothern Loddon Mallee and Eastern Hume. Businesses with strong regional coverage are encouraged to apply.

How much work can I expect?

Work volumes will vary based on your location, capacity, and consumer  demand. The SEC will prioritise areas with strong installer coverage and support household interest through local education and engagement campaigns.

When will I find out if my business has been selected?

Businesses are being reviewed and shortlisted on a rolling basis. Once you submit your EOI, the SEC will be in touch with next steps if your application progresses. Please note that our decision is final.

What if I’m not selected?

To enable industry uplift and support in skill gaps, unsuccessful applicants may be offered feedback on areas for improvement, access to upskilling programs, and future opportunities to reapply.

What does the application process involve?

It starts with a short online EOI form. You’ll then be asked to provide documentation like licences, accreditations, and insurance. You’ll only need to provide documents relevant to the technologies you’re involved in. There will also be an interview and background checks before onboarding.

Please provide us with the updated information as soon as possible so we can continue assessing your application. You warrant that the information you provide is true, accurate and supported by evidence.

SEC-endorsed installation businesses will be listed on the SEC’s installation businesses marketplace on the ‘one-stop-shop’ when it is launched.

What do I need to know before applying?

By submitting an application, you agree to these terms:

  • endorse any or no applicants;
  • take into account any consideration when assessing applications and inquire of any person or entity to obtain information about you when assessing applications;
  • require you to provide further information about your application;
  • accept or reject any part, or all, of an application;
  • refuse to consider an application at any time;
  • change the endorsement criteria at any time, including removing or adding to the criteria and application process;
  • consider or accept, or refuse to consider, any non-conforming response; and
  • suspend, vary, replace or terminate any aspect of the assessment and selection processes as and when we consider necessary or desirable.
